In 2026, the Association of Higher Vocational Colleges of Slovenia (Association HVC) adopted its new Development Plan 2026–2030, setting the strategic direction for the Association and its member institutions for the next five years.

The plan is built around four key areas: students, the environment, higher vocational colleges, and the Association HVC itself. At its core is a clear ambition: to further strengthen higher vocational education in Slovenia, respond to the changing needs of students and the labour market, and enhance its quality, visibility and international dimension.

Students remain at the heart of our development. Priorities include student-centred learning, higher completion rates, career development and lifelong learning, as well as creating an inclusive learning environment. Particular attention will be given to modern teaching approaches, career guidance, tutoring and support for students with fewer opportunities.

Strong links with the labor market are equally important. The Association HVC will continue to strengthen the quality of work-based learning, support mentors in colleges and companies, and foster long-term cooperation with employers. New partnerships with regional and national stakeholders will further connect education with economic and societal development.

For higher vocational colleges, the focus will be on increasing the visibility of higher vocational education, developing common standards and strengthening a culture of quality. This will include professional development, exchange of good practices and activities promoting excellence across the sector.

The fourth area focuses on the future development of the Association HVC, with internationalisation and project cooperation among its key priorities. We aim to expand our international partner network, develop new projects, support international mobility and create new opportunities for cooperation and knowledge exchange.

The Development Plan provides a shared framework for the years ahead – connecting students, colleges, employers and partners in Slovenia and abroad to shape a strong and future-oriented higher vocational education system.
